Dr. Chien was born in Taiwan and received his medical degree from the National Taiwan University Medical School. He was a clinical instructor in psychiatry at Tufts University School of Medicine in 1967 and director of the Franklin Mental Health Center, Boston in 1971.
Dr. Chien is recognized for pioneering efforts in cooperative housing integration and treatment for patients in the Asian American community. He was a professor emeritus at UCLA and the former director of the Taipei City Psychiatric Center. He joined APA in 1967 and was an International Fellow member.
