Dr. Nora was born in Kalibo, Aklan, Philippines, and received her medical degree from the University of Santo Tomas. She was chief of psychiatry at the Las Vegas VA Medical Center and the psychiatry inpatient program at Nellis Federal Hospital, Las Vegas, Nevada.
She was a member of the APA Council on Aging, Chairperson of the APA Committee on Asian American Psychiatrists, and Representative to the Council on Minority Affairs.
