Dr. Lin was an academic and educator in psychiatry and graduated from the School of Medicine at Tokyo Imperial University (now the University of Tokyo) in 1943. He did postgraduate training at Harvard Medical School and the Institute of Psychiatry at Maudsley Hospital.
Dr. Lin was the Honorary President of the World Federation for Mental Health, the Director of the Psychiatric Department, and an adviser to psychiatric studies at the World Health Organization. He served from 1964–1969 as WHO Director of Mental Health and as President of the World Federation of Mental Health from 1974–1979.
