Dr. Tseng was born in Taiwan and received his medical degree from the Medical College of the National Taiwan University in Taipei in 1961, and his resident training in psychiatry was at the same university from 1961–65. He served as Chairman of the Transcultural Psychiatry Section of the World Psychiatric Association (WPA) for two terms (1983–1993).
Throughout his career, Dr. Tseng conducted research on the cultural aspects of mental health, psychopathology, and psychotherapy in Asia.
