The 1869 Asylum Committee, chaired by Dr. Francis Stribling, recommended that blacks and whites obtain treatment from separate asylums in Virginia. If their recommendation were refused, only the Eastern Lunatic Asylum should admit blacks. Stribling would not consider admitting blacks to his Western Lunatic Asylum.
