On June 7, 1870, the Virginia General Assembly signed into law an act incorporating the Central Lunatic Asylum at Howard's Grove. Its purpose was declared to be the reception and treatment of “colored persons of unsound mind,” becoming the first facility of its kind in the nation and the world.
