Dr. Rifkin was born in South Africa and obtained his medical education at the University of Cape Town (1954). He did his residency training at Yale University (1962–1965) and was in private practice for almost 30 years. He was an Associate Clinical Professor of Psychiatry at Yale University and was acting chair of the Department of Psychiatry at the Hospital at Saint Raphael. He was past president of the Connecticut Psychiatric Society and chair of the APA Private Practice Committee.
