Dr. Phillips received his B.S. from Boston College, his Ed.M. from Harvard University, his Ph.D. from the University of Iowa, and his M.D. from Mayo Medical School. He completed his internship training at the Mayo Clinic and his residency in psychiatry at the Yale University School of Medicine, where he also served as Chief Resident before becoming Director of Forensic Services for the State of Connecticut Department of Mental Health.
Dr. Phillips held academic appointments as Adjunct Associate Professor of Psychiatry at the University of Maryland Schools of Medicine and Law and in the Yale Law and Psychiatry Division. Dr. Phillips had extensive experience in civil and criminal cases, including capital sentencing proceedings at the trial and appellate level, class action litigation, employment law, and medical malpractice litigation.
Dr. Phillips was a Distinguished Fellow of the APA and served as APA Deputy Medical Director and Director of the APA Minority Fellowships from 1993–1998. In 1997, Dr. Phillips sought and received funding to establish the APA/AstraZeneca Minority Fellowship.
