Dr. Hill was born in Louisburg, North Carolina, and educated at Louisburg, the Michigan Academy, and Loyola College. He received his M.D. at the Washington University School of Medicine in Baltimore in 1820. He practiced psychiatry and neurology in Baltimore and was associated with St. Agnes Sanitarium, Hebrew Hospital, and Maryland General Hospital. He served on the faculty of the University of Maryland School of Medicine.
Dr. Hill served as counselor (1908–11) and was President of the American Medico-Psychological Association (1906–07).
