Dr. Anglin was born in New Brunswick, Canada, and received his M.D. from Queens University, Faculty of Medicine in Kingston, Ontario, in 1882. He served as Assistant Superintendent of the Protestant Hospital for the Insane in Montreal until 1904, when he moved to be Superintendent of the Provincial Hospital for the Insane in New Brunswick, Canada, for many years. This was the first Canadian province to make special provisions for the mentally ill.
Dr. Anglin served as an APA counselor (1918–21), Vice President (1916–17), and President of the American Medico-Psychological Association (1917–18).
