Dr. Burgess was born in Toronto, Canada, and received his M.D. at the University of Toronto, Faculty of Medicine, in 1870. He served on the McGill University Faculty of Medicine in Montreal and was associated with the Protestant Hospital for the Insane.He served as counselor (1912–15) and President of the American Medico-Psychological Association (1904–05).
