Whereas by an act of the General Assembly of Virginia entitled, "an act to authorize the Common Council of the City of Petersburg to purchase and donate certain lands and to issue and sell bonds therefor" approved April 7th, 1882, the Common Council of the City of Petersburg was authorized to purchase and donate to the State such real estate as the proper authorities should select as a suitable site for the Central Lunatic Asylum........In testimony whereof, the said City of Petersburg has caused these presents to be signed by its mayor and its Corporate Seal to be hereto attached this 8th day of August 1882.
