Dr. Ratnavale was born in Sri Lanka, graduated from the University of Ceylon (1954), and in 1973 was the first Western-trained psychiatrist invited to China. Dr. Ratnavale specialized in disaster relief, on which he advised the Sri Lankan president. He was Chair of the Committee on Foreign Medical Graduates (1980) and was a Distinguished Life Fellow of APA.
