Dr. Ruiz, born in Cuba, received his medical education from the University of Havana School of Medicine and the University of Paris Medical School. He completed his postgraduate psychiatric training at the University of Miami Medical School and its affiliated hospitals. His many honors and awards include APA's Special Presidential Commendation, the Simon Bolivar Award (1991), the Administrative Psychiatry Award (1991-1996), and the George Tarjan Award (2002). A Distinguished Life Fellow of the APA, he also served as APA President (2006-2007).
