Dr. Alarcon, originally from Peru, earned his medical degree from the Universidad Peruana Cayetano Heredia in Lima (1964). He completed his psychiatry residency at Johns Hopkins Hospital (1964–1972) and obtained a master’s degree in public health from Johns Hopkins School of Hygiene and Public Health. Dr. Alarcon served as vice chair of APA's Council on International Affairs and is a Distinguished Life Fellow. He was honored with the Simon Bolivar Award (1999) and George Tarjan Award (2011).
