Dr. Balon, born in Olomouc, Czechoslovakia, graduated from Charles University's Medical School in Prague. After moving to the United States in 1982, he completed his psychiatric residency at the Lafayette Clinic in Detroit. A Distinguished Life Fellow of the APA, he chaired the APA Committee on International Medical Graduates (1990–1995), edited The International Psychiatrist Newsletter, and received the George Tarjan Award (1998).
