Dr. Freeman was the 102nd President of the APA from 1973–1974. During his tenure, he supported gay-rights efforts to destigmatize homosexuality as a mental disorder. He led the APA Board of Trustees to exclude homosexuality as a psychiatric disease in the nomenclature.
On December 15, 1973, Dr. Freeman announced in a press release, "The Trustees of the American Psychiatric Association (by a unanimous vote with two abstentions) today ruled that 'homosexuality' shall no longer be listed as a 'mental disorder' in its official nomenclature of mental disorders."
