Dr. Ballard, a native of Waverly Hills, Kentucky, graduated magna cum laude from Yale University in 1960 before earning his M.D. from Columbia University College of Physicians and Surgeons in 1964. He commenced his professional journey in Chicago, Illinois, undertaking his internship at Michael Reese Hospital from 1964 to 1965, followed by a three-year residency at the New York State Psychiatric Institute starting in 1965. After joining the Air Force in 1968, he served as the chief of mental health services at Hawaii's Hickam Air Force Base before returning to New York in 1970.
Throughout his career, Dr. Ballard has been actively involved in medical education, initially training residents at Harlem Hospital Center and later assuming roles at New York Hospital-Westchester, where he served as the associate director of the Adult Outpatient Department and coordinator of the residency program from 1976 onwards. In 1981, he joined Cornell University as the associate dean for equal opportunity programs, a position he still holds today, alongside his role as the associate dean for student affairs. Since 1972, he has also maintained a private practice.
